As part of our Antivirus series, and with the support of APC, we held our first virtual party, with great success. We partied in the best way: with drinks, food and good music. Almost 150 people connected not only from Paraguay but from several countries such as Guatemala, Ecuador, Brazil, and Uruguay, among others, joined us to talk about digital rights and get this quarantine going.
Much has changed in recent months, and very abruptly. We spend much more time between our four walls than we would normally choose to spend. People who have children face suddenly the added task of finding out what to do with them all day long, caring for them and helping them to go through these times and what this transition entails. Some people are working from home, even with a heavier hour load, while some are finding it hard to have a fixed or stable income in times when social gatherings are not allowed.

Paraguay’s educational context leaves much to be desired and now, due to the current COVID-19 health emergency and the subsequent suspension of face-to-face courses, schools and institutions find themselves proposing distance education alternatives. This new challenge adds up to a panorama that was already loaded with other challenges, such as the lack of Internet connectivity or the lack of access to infrastructure and materials, among others.
In the context of the health emergency situation, Ministerial Resolution SG 90/2020 of March 10 established measures to mitigate the spread of the coronavirus, which included avoiding the gathering of students in educational spaces. Paraguay, like other countries in the region, decreed a temporary suspension of face-to-face courses, which has since been extended on several occasions. A possible extension until the end of the year is currently being discussed, as expressed by the Minister of Education, Eduardo Petta, in a television interview.

The use of technology has become a world trend, with the argument of combating the new coronavirus and the pandemic it has generated. Although the application of technology may reinforce preestablished public health policies, it is worrying that it may also be used for mass surveillance purposes.
We are facing an extreme situation, never experienced by our generation, and the answers are coming from social mobilization and, mainly, from each government. In the era of information technology, its use is undeniably a part of the responses to this pandemic. However, neither in Paraguay nor in the region do we have the regulatory maturity to regulate the technology industry, which makes it a risky ally. Even if it shows the best intentions, it is still a problem
